Ringtones can be Mp3, Mp4, M4a or AAC. Movies can be MP4 or M4V, MP4 is Mpeg4 and M4V is Mpeg4 using the H264 codec (Apple's). M4V is the best bet for small videos, and it automatically resizes itself for larger screens without losing much quality. So you can save a 320x200 movie which would look perfectly fine on the iPhone's 480x320 screen.

For best quality, you can usually get away with H264, 320x200, 15fps, 900Kb bit rate, with 128kb audio AAC.
