Can't change app icons in 2.2, have tried everything

Edit: Alright, I'm a complete knucklehead. See below, I forgot about that step.

Make sure in your theme's folder you have another folder named "Icons", then put all of you app icons (with the names exactly how they appear on the springboard followed by ".app") into that folder.
